Extensive time period calculations and individual calendar periods.

No packages depend on TimePeriodLibrary.NET.

Library target framework changed from .Net 2.0 to 3.5.
Time: Allowing maximum value for hours, minutes, seconds and milliseconds.
Date/Time: Implemented interfaces IComparable, IComparable<>, IEquatable<>.
ITimePeriodCollection: New property TotalDuration with the summary of all the item durations.
IDurationProvider: New interface used for calculation of special durations, like DST.
TimeZoneDurationProvider: Calculation of time zone specific durations. Based on the CLR class TimeZoneInfo. Handling of ambiguous and invalid DTS moments by custom callback functions. Exceptions AmbigiousMomentException and InvalidMomentException thrown in case of absent callbacks.
ITimePeriod/ITimePeriodCollection: Support of duration provider by GetTotalDuration( IDurationProvider ).
ITimePeriodCollection: New method GetTotalDuration to summarize all durations respecting the IDurationProvider.
